Nature of work and purpose Under the leadership of the Executive Director of Transportation, the Director of Policy and Risk Management directs, coordinates and supervises all aspects of NYCSBUS risk management action plans and is responsible for the creation and maintenance of operational policies, accepted standard procedures, and process flows. Monitors liability and loss prevention, workers’ compensation claims, resources, property, facilities, and NYCSBUS vehicle assets. Provides leadership in negotiating labor agreements and their administration. Serves to assure compliance with the Service Level Agreement (SLA) with the DOE and the OPT’s Contractors’ Manual. Possesses an intimate knowledge of internal business processes and the student transportation industry. Exhibits business process knowledge, possesses a broad-based operational perspective and provides solutions for targeted business risk issues. Adapts well to and initiates change in the organization. The Director of Policy and Risk Management works to assess and identify the potential risks that may hinder the mission, reputation, safety, security, and financial prosperity of the not-for-profit organization. This position implements processes and procedures to ensure NYCSBUS is prepared to deal with and avoid potential risks and mitigates the effects of risk which are essentially unavoidable. Works alongside the Executive team to present opportunities for improvement where applicable and recommend strategy as needed. Duties and responsibilities - Provides guidance and oversight in the management of risk mitigation and policies that directly support the NYCSBUS mission and its operational goals; specifically, directs the organization’s efforts to meet or exceed the applicable performance standards as established in the SLA’s Scope of Services
- Sets the strategic risk management vision and is charged with delivering that strategy to the company using exceptional leadership skills, a network of internal and external alliances, and highly developed business skills
- Builds relationships with stakeholders, communities, labor organizations, vendors, and customers to assist in the development of keen policy-focused on results
- Provide strategic planning and negotiating leadership with regard to collective bargaining agreements
- Conducts detailed and comprehensive risk assessments and audits, analyzes documents and statistics; provides information to the NYCSBUS Board as needed
- Assesses and frequently updates the organization’s existing risk management policies and protocols, and initiates new risk management policies as needed
- Works alongside the Director of Safety and Training to monitor and coordinate action in the implementation and maintenance of occupational safety and health programs, including the coordination of accident prevention and safety awareness training programs
- Conducts worksite inspections and evaluations, maintains OSHA records, assists in reviewing accidents and injury investigations, reports, etc., as directed
- Works alongside the Chief of Human Resources and Administration to ensure that NYCSBUS employees are credentialed, that ample personnel files are kept, that evaluations and performance evaluations occur frequently, and that compensation claims are reviewed, analyzed, and handled accordingly
- Develops return-to-work and modified duty assignments while evaluating risk and safety of reasonable accommodations under Americans with Disabilities Act (ADA) and related regulations
- Oversees property and excess liability insurance program, negotiates coverage with insurers, manages contracts and activities of agent of record and third-party administrators, and directs coverage and service as warranted
- Oversees insurance programs for primary liability and unemployment compensation, evaluates loss statistics and trends, and pursues timely resolution of claims
- Reviews contracts and ensures that risks are managed and addressed properly; documents action items and considers risk potential to operations
- Often assists other Directors in functional directives in policy formation and standards of operation
- Leads action to assist in positioning NYCSBUS, organization partners, and the agenda to achieve all goals while establishing services
- Assists the Executive Director in cultivating and building powerful relationships within the metro area to achieve mission buy-in, support, and recognition
- Supervises company-wide policy writing and assists in the documentation of such, maintains and reviews documents as needed; assists Area General Managers with the creation of comprehensive standard operating procedures as they pertain directly to individual worksites
- Provides reliable, timely analysis and strategic guidance on any pertinent legislative activities at the federal, state, or local level that affect student transportation or the NYCSBUS mission
- Ensures compliance with Federal and State of New York regulations by keeping abreast of risk-related issues and attending seminars, classes, peer networking events and other training opportunities
- Develops and administers risk fund budget, revenues, and expenses in partnership with the Chief of Finance and Accounting
- Develops and implements goals and action plans and prepares related management reports
- Administers a robust evaluation system at individual worksites to obtain results in determination of general challenges, daily constraints, and operational barriers
- Leads in the development of acquisition transition plans and monitors activity accordingly
- Manages the complaint and grievance policies and procedures for the organization; upholds the values of the organization and is customer service-oriented
