Examples Of Duties
This position plans and administers all student transportation services for the District; works with all contract carriers in providing transportation-wide services; defines and implements District transportation policies and procedures; and responds to inquiries from parent(s)/guardian(s), the public and District staff regarding transportation.
ESSENTIAL JOB FUNCTIONS
1. Oversees services provided by contractors; reviews contracts for compliance; evaluates effectiveness and efficiency of contractors; analyzes current and future use of contractors.
2. Responds to inquiries from District staff, colleagues, parent(s)/guardian(s) and the public about student transportation services; investigates or directs investigation of service complaints.
3. Determines transportation needs for District; develops plans for student transportation; implements bus routes; reviews existing bus service; evaluates requests for added service; evaluates the routing and scheduling of buses; communicates clearly and concisely, both orally and in writing, the coordination of schedules and assignments.
4. Ensures compliance with federal, state, and local regulations; recommends policies for Board action; develops guidelines and procedures governing establishment and operation of the District transportation system.
5. Supervises assigned staff; makes hiring recommendations; appropriately evaluates, commends, and disciplines employees; approves leaves and overtime; assigns and reviews work; provides for, and encourages participation in, professional development opportunities; uses highly developed human relations skills to resolve problems, conduct applicable training and review performance; promotes a quality customer service environment; ensures staff receives District-wide and department information that will enhance the overall quality of the Transportation Department.
6. Oversees the scheduling, implementation and operation of the approved District transportation system, including contracted carriers; evaluates transportation services and makes changes as required; recommends closure of schools due to inclement weather.
7. Plans, prepares, tracks, and adheres to District transportation budget; oversees expenditure and ensures accountability of funds; provides general support and training to all transportation staff in procedures related to accounting, reconciliation, and balancing of data in manual and automated systems; regularly audits all budget functions.
8. Maintains liaison with District staff, community and school organizations to develop sensitivity to local attitudes and objectives; makes public presentations regarding transportation issues; conveys a positive image of the District student transportation services to a diverse population.
9. Establishes and promotes the use of technology in routing, maintenance and management of the District transportation operation; develops and prepares a variety of routine and non-routine spreadsheet and database reports for administrative decision making; develops and implements procedures to comply with department reporting requirements and to ensure the accuracy and integrity of data; utilizes data and key performance indicators to adjust current practices.
10. Plans for and participates with administration in short-term and long-term transportation needs; collaborates with administration in studying demographics and boundaries to forecast District transportation needs; recommends and establishes an effective and efficient plan to meet the District needs; determines emergency procedures.
11. Serves as consultant and member of a District negotiating team, as assigned; administers District contracts with outside transportation providers.

Minimum QualificationsEducation and Experience
Bachelor’s degree in public administration or a related field from an accredited college or university; five years of experience in transportation services/operations, or equivalent, in an administrative or supervisory capacity; experience in a large urban school District or public transportation system, preferred; or any combination of experience and training which provides the applicant with the knowledge, skills, and ability required to perform the work.
Valid Washington State driver’s license.
Fingerprints and successful WSP and FBI background clearance/sexual misconduct clearance
Equivalent combination of education and experience will be evaluated by the Human Resources Department for comparability.
