Summary:
The Chief Business Official shall serve in this position, subject to the direction and supervision of the Superintendent, Assistant Superintendent/Chief Academic Officer and the Board. The CBO is charged with the responsibility for fiscal and budgetary functions of the District; implements, evaluates and communicates fiscal policy and procedure to ensure that financial perspectives are provided in all District planning and decision-making.
Essential Duties and Responsibilities:
- Assures that the District’s financial records are accurate and in compliance with county state and federal legal and auditor guidelines.
- Provides direction, supervision, systems development and monitoring of:
- The District’s budget, accounting, payroll, purchasing, inventory control and energy conversation.
- The District’s student transportation system.
- The District’s maintenance, custodial and grounds functions.
- The data processing equipment and software systems affecting Business Services.
- The District’s Food Service Program.
- In coordination with the Superintendent and/or Assistant Superintendent/Chief Academic Officer, reviews and approves payment bills submitted by building contractors, testing laboratories, consulting engineers and surveying firms.
- Serves as a member of the Executive Cabinet, Leadership Council, the District’s Negotiations Team, and other committees as directed by the Superintendent, and/or Assistant Superintendent/Chief Academic Officer.
- Serves as the Manager of the District’s risk management (insurance), safety and security programs.
- Chairs and is responsible for the agenda of the Committee Business Operations Committee.
- Coordinates the annual budget priority process; takes lead in developing improvements in the financial management of the school system, including budget methods, format and presentation.
- Assumes responsibility for budget development and long-range financial planning.
- Assists in the execution of the enacted budget, including the recommendation of administrative controls where required.
- Maintains continuous and accurate internal auditing program for all funds.
- Coordinates processes and controls transfers of budgeted funds when requested by program managers.
- Arranges for and supervises preparation, publication and distribution of budgets as approved by the Superintendent, or Assistant Superintendent/Chief Academic Officer and Board.
- Coordinates with the Director of Facilities, the implementation of capital improvement projects, establishes schedules and prepares reports as appropriate; to arrange and supervise required inspections and related engineering programs with public agencies.
- Assumes the responsibility for the comprehensive overall planning and schedule of maintenance and repair requirements for the District.
- Establishes appropriate maintenance, grounds keeping, security and custodial requirements for each school building and installation.
- Maintains liaison with governmental agencies having jurisdiction over or providing service to school buildings.
- Prepares analyses of program costs and methods of financing, including long-range financial projections.
- Works with District school principals in the development of individual budgets, control of expenditures and interrelated internal accounting controls with schools, school clubs or other organizations involved in financial activities with the District.
- Oversees the budget for maintenance, grounds and custodial supplies and equipment.
- Develops budget guidelines, coordinates preparation of the budget and assists key administrators in review of the budget.
- Arranges for timely audits of all accounts and records annually by an independent, certified public accountant selected by the Board.
- Makes a full and complete itemized report of the finances of the District to the Board periodically throughout the year, as well as provides monthly expenditure reports.
- Provides leadership to and supervision of the Director of Facilities and Director of Food Services. Supervises and approves all payroll, accounts payable and accounts receivable transactions.
- Participates in the LCAP development and annual update process and prepares all associated budget and final estimates.
- Prepares financial reports and cost studies related to the budget or other financial affairs of the District. Prepares confidential reports for negotiations.
- Responsible for compliance with federal, state and District regulations.
- Interprets District policies and administrative regulations regarding administrative matters including mitigation measures.
- Reviews and monitors Board Policy and Ed Code.
- Responsible for LEA and MAA billing and administration.
- Attends monthly Board meetings and other meetings as necessary.
- Performs other related duties as assigned by the Superintendent and/or Assistant Superintendent/Chief Academic Officer
Education and Experience:
BS in Business Administration or related field. MA Degree or CPA certification desirable. Minimum of 4 years of experience in the areas of school finances or personnel management; extensive experience may be substituted for degree, at the discretion of the screening committee, if all other requirements are met demonstrated experience in the areas of budget development and control, payroll systems, accounting systems, purchasing procedures, warehouse inventory and control; strong data processing skills and knowledge of food service programs; good grasp of facilities planning.
